A 99-year mixed-use site bounded by Hougang Avenue 10 and Hougang Central, sold by HDB and awarded on 14 January 2026 to a CapitaLand–UOL consortium. About 835 homes will sit over a 300,000 sq ft mall, the new bus interchange and a town plaza, all connected to Hougang MRT. No name, unit mix or price has been released yet.

Hougang Mall and Kang Kar Mall are across the road, the polyclinic and sports complex are a short walk west, and Punggol Park is under a kilometre away.

Developer
Three partners, one site: who owns what.
The winning tenderers were Horizon Residential Pte. Ltd. and Horizon Commercial Trustee Pte. Ltd., the vehicles of a CapitaLand–UOL consortium. The split is public.
CapitaLand Integrated Commercial Trust
Develops and will own the retail and lifestyle component of about 300,000 sq ft net lettable area, at a stated commercial development cost of S$1.1 billion. CICT describes itself as the first and largest REIT listed on the Singapore Exchange.
CapitaLand Development
The development arm of CapitaLand Group, in a 50:50 joint venture for the roughly 830 homes. Most recently one of three partners behind Parktown Residence in Tampines North.
UOL Group
Singapore-listed developer holding the other half of the residential joint venture. UOL led the Parktown Residence launch with CapitaLand Development and Singapore Land Group in February 2025.
The closest comparison: Parktown Residence
Same residential partners, same idea: homes over a mall, a bus interchange and an MRT station. At Tampines Avenue 11, CapitaLand Development, UOL and Singapore Land sold 1,041 of 1,193 units on the February 2025 launch weekend at an average of S$2,360 psf. Vacant possession is expected by 30 June 2030. Hougang Central is a smaller residential count on a more central site; its pricing has not been set.

FAQ
Three things people ask before registering.
No sales launch date or price has been announced. The consortium targets completion around 2030 to 2031, and the tender allows 84 months from award to complete the project. Property commentary has floated launch prices above S$2,500 psf based on the S$1,179 psf ppr land cost, but that is an estimate by third parties, not a figure from the developer.

Yes. The consortium's announcement describes the development as integrated with Hougang MRT station, the new Hougang bus interchange and a town plaza, and the tender conditions require the bus interchange to be built within the development. Hougang MRT is on the North East Line today; LTA expects the Cross Island Line Phase 1, with Hougang as an interchange, to be completed by 2030.
